Steps to respond to request for clarification of E-HSMT

To respond to clarification requests for E-HSMT on the System as a Bid Solicitor or Investor, users need to follow these steps:
  • Step 1: Log in. 
    • Users log into the National Bidding Network System at: https://muasamcong.mpi.gov.vn/ as a Bid Solicitor/Investor.
  • Step 2: Procedure to search for clarification requests.
    • On the homepage, select the “E-Bidding” function (Image 1).

In the e-Bidding module, click on “Contractor Selection Process according to Bidding Law”. Here, select “Bidding Utilities” and choose the function “Respond to Clarification Requests for HSMT/ HSMST/ HSMQT” (Image 2).

  • Step 3: Execute the response to the clarification request.
Then you will see a list of clarification requests for HSMT/ HSMST/ HSMQT, click on the respond button for each request to provide a response.
Next, enter the information and attach the response file, after reviewing the information, click Save and then “Send” (Image 3). After the user confirms the PIN code, the response content of the unit will be sent (Image 4).
*** Note: When responding to clarification requests, the unit must insert a public digital certificate (CTS)
