Steps to make a joint venture agreement on the new National Procurement Network

• The leading bidder of the consortium can create a joint venture agreement before bidding on the new National Procurement Network. When bidding, the system will automatically display information about the contractor's joint venture in the bid form.
• Bidders of consortium members can create a profile of experience and capacity to meet the bidding package for implementation and share them with the leading contractor of the consortium which can be used to prepare e-bids.
• The consortium is only valid when all members of the consortium have signed the consortium.
• The consortium agreement must be created prior to the contractor's participation as a consortium.

• The digital certificate must be plugged in on the computer device during the contractor signing the joint venture.
• The notice of invitation to bid selected for the preparation of the joint venture agreement must have a status of “Posted”.
• Contractors in the consortium must have a status of "Active", a status of "Violation" is not allowed to participate.

Flow 1: For the top bidder of the consortium

The steps to make a joint venture agreement for the leading contractor of the joint venture are as follows:

Step 1: Contractor logs into the system as a Contractor => Select the e-Bidding module.

Step 2: In the e-Bidding Module, you select the contractor selection process according to the bidding law, select Bidding, and select the Joint Venture Agreement in the bidding. The screen appears to look up a joint venture page, here you click Create a partnership. Step 3: At the Create joint venture information page, enter the necessary information (marked with a red star (*)), and click Continue. Step 4: At the page of Editing joint venture information page, enter the contents of the partnership as prescribed in Circular 08/2022/TT-BKHĐT. In Article 2. Assignment of responsibilities, you enter the assignment of responsibilities in the partnership agreement in item 3 (ordinal number 3) by clicking on the link here. After entering, the contractor presses the Continue button. Step 5: Reconfirm the information and click Submit to sign the confirmation to send the information to the contractors in the joint venture.

Second stream: For JV member contractors

The steps for making a partnership agreement for a consortium member contractor are as follows:

Step 1: Contractor logs into the system as a Contractor => Select the e-Bidding module.
 
Step 2: In the e-Bidding Module, you select the contractor selection process according to the bidding law, select Bidding, and select the Joint Venture Agreement in the bidding.
