Reasons of unable to view or download Tender document Files

The reason for this is that recently Google Chrome (and browsers based on Chromium like Microsoft Edge, Coc Coc, Opera...) has started blocking direct file download links from websites without encrypted connections (such as website: muasamcong.mpi.gov.vn) from secure websites with https (like https://dauthau.asia).
In the Chromium Blog update dated 6/2/2020, which discussed protecting users from insecure downloads in Google Chrome, it stated:

"Today we’re announcing that Chrome will gradually ensure that secure (HTTPS) pages only download secure files. In a series of steps outlined below, we’ll start blocking 'mixed content downloads' (non-HTTPS downloads started on secure pages) to start blocking all insecure subresources on secure pages.”
This means that new versions of Chrome will block downloads accessing from HTTP to HTTPS.

  • For app versions Chrome 87.0.4280.88, Chrome 87.0.4280.66,...: You can still easily download the Tender document files, just click on the content to download immediately.
    
    For the Google Chrome app version Chromium 85.0.4153.0: You can't download the file and must download it using incognito mode, just like on a computer, and you must open it in incognito mode to download.
