Steps to Post Pre-qualification Documents (E-HSMST) on the New e-GP System
To post E-HSMST on the new National Bidding Network System, users should follow these instructions:
Step 1:Access the system and log in with the bid solicitor's account on the new e-GP.
Step 2: Select the Contractor Selection Process according to the bidding law => Choose Shortlist Selection => Choose Create/Issue HSMST(Pre-qualification Documents)/HSMQT(Invitation for Expression of Interest Documents) => Create One Notice.

Step 3: Search for the bidding package using criteria such as: Investment Plan ID, Investment Plan Name, Package Name, Method of Bidding, Posting Date => Click Search.

Step 4: The system automatically fills in the bidding package information, users need to enter additional information for the package => After filling in all required fields marked with (*) choose Save => Continue.

*** Note:
The bid closing time is the deadline for issuing the Pre-qualification notice/expression of interest, which is at least 10 days for domestic bidding and 20 days for international bidding from the creation date.
The bid opening time is when the document is opened.
The times for inviting and closing bids are usually the same or differ by 2 hours.
Creating Pre-qualification Notices (E-TBMST) on the New e-GP System
In creating E-TBMST on the new e-GP system, users can use functions such as: Enter/Edit, View, Attach to create E-TBMST.
Step 1: Enter the information for the missing chapters (chapters without a green tick in front are the ones that need information entered).

Step 2: After completing the missing chapters, users click the Preview button to view the Pre-qualification bid document information, click Check to verify the information => Continue.

Step 3: Enter the required fields including: Approval Date of HSMST, Decision Number for HSMST Approval, Agency Issuing HSMST Approval, Decision Approving HSMST => Save the information => Post.

*** Note: The approval date should be on or before the current date.
