What is the One-Stage Two-Envelope Bidding Method?

This method can be understood as the bid solicitor issuing requirements in the bidding documents (Tender Notice), and when participating in the bid, contractors will submit two sets of documents at the same time (technical proposal, financial proposal), and the bid opening will take place in 2 phases: evaluate the technical proposal first, if qualified, then proceed to evaluate the financial proposal.

For Which bidding packages is the One-Stage Two-Envelope Bidding Method Applied?

According to clause 1 of Article 30 of the 2023 Bidding Law, the one-stage two-envelope method is applied to bidding packages in the following forms:

1. The one-stage two-envelope method is applied in the following cases:

a) Open bidding, limited bidding for consulting service provision bidding packages;
b) Open bidding, limited bidding for non-consulting service provision, goods procurement, construction, complex packages requiring high technical standards as regulated by science and technology laws

Thus, bidding packages following the above-mentioned bidding forms will be conducted using the one-stage two-envelope method.
 

Bid Documents for bidding packages Using the One-Stage Two-Envelope Method

When participating in bidding packages using the one-stage two-envelope method, contractors need to prepare 2 types of documents: technical proposal and financial proposal.

According to point b of clause 1 of Article 28 of Decree 63/2014/NĐ-CP, the technical proposal includes the following contents:

• Bid submission form
• Partnership agreement in bidding
• Authorization letter for signing the bid submission form
• Bid participation guarantee
• Documents proving the contractor's legal status
• Proof of contractor's capability and experience
• Technical proposal of the contractor
• Other components of the technical proposal.

According to point b of clause 1 of Article 30 of Decree 63/2014/NĐ-CP, the financial proposal includes the following contents:

• Bid submission form for the financial proposal
• General price list, detailed price list
• Detailed unit price analysis (if any)
• Other components of the financial proposal

Templates for the One-Stage Two-Envelope Method
Circular 08/2022/TT-BKHĐT is still in effect, so currently, 06 templates are applied for the one-stage two-envelope method as follows:
For construction packages

1. For construction bidding packages:

b) Template 1B is used to prepare E-Bidding documents for open bidding, limited bidding using the one-stage two-envelope method;

2. For goods procurement packages (including centralized procurement)

b) Template 2B is used to prepare E-Bidding documents for open bidding, limited bidding using the one-stage two-envelope method;

3. For non-consulting service packages

b) Template 3B is used to prepare E-Bidding documents for open bidding, limited bidding using the one-stage two-envelope method;

4. For consulting service packages

a) Template 4A is used to prepare E-Bidding documents for open bidding, limited bidding using the one-stage two-envelope method;

5. For Evaluation Report Templates

c) Template 6C is used to prepare the E-Bidding documents evaluation report for non-consulting service, goods procurement, and construction packages using the one-stage two-envelope method;
d) Template 6D is used to prepare the E-Bidding documents evaluation report for consulting service packages using the one-stage two-envelope method.

6. For drug procurement packages

b) Template 7B is used to prepare E-Bidding documents for open bidding using the one-stage two-envelope method.
