What is the single-stage, two-envelope bidding method?

The single stage - One envelope bidding procedure is a bidding method in which contractors prepare and submit tender documents and proposals at the same time, in the same envelope.

When is the single-stage, two-envelope bidding method applied?

According to the regulations in Article 1 of the 2023 Bidding Law, the single stage - One envelope bidding procedure is applied to the following types of tender packages:

The single stage - One envelope bidding procedure is applied in the following cases:
a) Open bidding, restricted bidding for non-consultancy service packages, procurement of goods, construction, and mixed-service packages, except as stipulated in point b of Article 31 (*) of this Law;
b) Competitive selection for non-consultancy service packages, procurement of goods, construction, mixed-service packages supplying goods and construction;
c) Direct appointment for consultancy service packages, non-consultancy service packages, procurement of goods, construction, mixed-service packages;
d) Direct procurement for procurement of goods packages.

(*) Point b of Article 31 of the 2023 Bidding Law is as follows:

b) Open bidding, restricted bidding for non-consultancy service packages, procurement of goods, construction, mixed-service packages that require high technical expertise as stipulated by the laws on science and technology.

Therefore, tender packages that fall under the aforementioned bidding methods will be carried out using the single stage - One envelope bidding procedure.

Sample documents for the single stage - One envelope bidding procedure

Currently, there is no regulation replacing Circular 08/2022/TT-BKHĐT, so six sample documents are still applicable for the single stage - One envelope bidding procedure as follows:

1. For construction tender packages
   a) Form 1A is used to prepare the Electronic Bid Submission Document for open bidding, restricted bidding, competitive selection using the single-stage, two-envelope bidding method.

2. For procurement of goods tender packages (including centralized procurement cases)
   a) Form 2A is used to prepare the Electronic Bid Submission Document  for open bidding, restricted bidding, competitive selection using the single-stage, two-envelope bidding method.

3. For non-consultancy service tender packages
   a) Form 3A is used to prepare the Electronic Bid Submission Document  for open bidding, restricted bidding, competitive selection using the single-stage, two-envelope bidding method.

4. For Evaluation Report Form
   a) Form 6A is used to prepare the Evaluation Report  according to procedure 01 specified in point a of Article 32 of this Circular for non-consultancy service, procurement of goods, construction tender packages using the single-stage, two-envelope bidding method;
   b) Form 6B is used to prepare the Evaluation Report  according to procedure 02 specified in point b of Article 32 of this Circular for non-consultancy service, procurement of goods tender packages using the single-stage, two-envelope bidding method.

5. For drug procurement tender packages
   a) Form 7A is used to prepare the Electronic Bid Submission Document for open bidding using the single-stage, two-envelope bidding method.
