Introducing VIP3 package feature

With the features of the VIP3 package, contractors and investors have more information to “inspect” contractors and bid solicitors. When using the VIP3 software package, the system will automatically extract published data in order to analyze past data to know which contractors have connections with which investors or which contractors often "work in pairs" with each other. Thereby, the contractor can predict which contractors tend to win the bid from a specific bid solicitor/investor.

1. Analysis of the relationship between the contractor and the bid solicitors

1.1. Viewing Tenderer's Data Analysis Results

With the displayed data figures reflecting the results of data analysis, you can gain an overview of the bidding participation status of the contractors. This includes the total number of participating bidding packages, the overall value of successful bids, the relationship with the bid solicitor, the provinces and cities involved in the bidding process, and more. This information helps you form a comprehensive understanding of the contractor you are researching.

1.2. Which Bidding Packages Has the Contractor Participated In

By displaying a list of bidding packages in which the contractor has participated below the contractor's information page, the software provides a complete list of all bidding packages that the contractor has engaged in. This list is based on data published over the past 10 years, along with detailed information about each package.

This feature enables the investor to assess the capability of the contractors based on the bidding packages they have participated in. In the screenshot above, Dong Nam Trading Company Limited has participated in 4,487 bidding packages, out of which they have won 691 bids, lost 3,108 bids, there are 437 bids with no results yet, and 251 bids have been canceled. It provides answers to questions such as: The number of won bids, the number of lost bids, the number of bids without results, etc. This feature allows contractors to examine whether their competing rivals tend to win or lose bids when participating in bidding packages under the same bid solicitor.

2. Analyzing the Relationship Between bid solicitor and Contractors

This function facilitates the examination of the relationship between bid solicitors and contractors, allowing users to view which bid solicitors are associated with specific contractors.
The software will display a list of contractors associated with the bid solicitors (located at the end of the bid solicitors's information page). This assists in answering questions such as: Which contractors have participated in bid invitations of projects by the bid solicitor currently being viewed? What is the total number of bidding packages that each contractor has participated in? How many bids were successful, and how many were unsuccessful?

This feature allows contractors to check which other contractors could potentially become their competitive rivals when preparing to participate in bidding for a package currently being invited by this bid solicitor.

3. "Inspect" Relationships Among Contractors

By analyzing and listing a roster of contractors that have previously competed against this contractor below the contractor's information page, the software will aid in verifying the connections this contractor has with other contractors. Users can see which contractors frequently participate together, the number of times they've collaborated, the count of successful and unsuccessful bids, and determine which contractor has a higher count of wins or losses.
 

This tool also enables checking the relationship between two specific contractors to see if these contractors tend to win or lose bids when they participate in bidding together.

4. "Examining" Relationships with Consortium Contractors

Using the list of contractors in the same consortium, you will be able to scrutinize the "close" relationships among contractors who have previously formed consortia with the contractor you are searching for. Identify which contractors often collaborate in consortia, determine the frequency of their consortium ventures, and assess the bidding outcomes.

This tool will also help you check the relationship of two Consortium Contractors with each other, and see if these contractors tend to win or lose bids when they go together.

5. Statistics on contractors' bidding violations

In addition to checking the relationships between contractors, the VIP3 package can also tally violations related to bidding by the contractor (if any). These are penalty decisions issued by the bidding party because the contractor showed signs of violations. Contractors with multiple penalty decisions indicate a lack of professionalism and credibility in the bidding process.
