To clarify E-HSMST of the prequalification Invitation documents on the National Bidding Network System, users need to log in to the system as a bid solicitor assigned by the competent authority and proceed as follows:
Log in to the National Bidding Network System Portal at: https://muasamcong.mpi.gov.vn/en/web/guest.
At the e-Bidding Subsystem - Investor Selection (Figure 1), select PPP Project ⇒ Bidding Utilities ⇒ select Response to Clarification Request of HSMT/HSMST/HSKSQT (Bidding Documents/Prequalification Invitation Documents/Survey of Interest Documents).
On the screen Response to Clarification Request of HSKSQT/HSMST/HSMT (Bidding Documents/Prequalification Invitation Documents/Survey of Interest Documents).⇒ reselect the notification as Prequalification Notice.
Users can search using one or multiple criteria, then click Search.

Users can respond in 2 ways (Figure 2):
Method 1: Click on the request code (red arrow) with the status 'unanswered' ⇒ click Respond.
Method 2: Users tick the checkbox (blue arrow) of the request needing clarification with the status 'unanswered' ⇒ click Respond.

On the Response to Clarification Request of HSKSQT/HSMST/HSMT screen, users need to fill in mandatory information marked with a red asterisk (*) ⇒ click Save ⇒ click Send to complete the response.

*** Note: Investors must send clarification requests to the competent authority through the system at least 2 working days before the deadline for submitting e-HSQT expressions of interest documents for consideration and processing.
