Guide to Using the Search Function on the New National Online Bidding System

From 27/4/2023, the National Online Bidding System has upgraded its search feature on the Online Bidding portal, aiming to provide maximum support for investors, bid solicitors, and contractors in information lookup. Accordingly, the new National Online Bidding System allows users to search for information using two functions:
  • Quick Search
  • Advanced Search
Introduction to the intelligent search feature:

I. Quick Search

In the quick search section (Figure 1), there will be 04 search criteria as follows

1. Searching for Bidding Information

  • "Contractor Selection": searching for contractors selection bidding package.
  • "Investor Selection": searching for PPP projects, land use projects, and other investor selection projects as regulated by law.
Users choose one of these two sections according to their search needs.

2. Enter Keywords

Keywords can be:
  • The ID or name of the contractor selection plan (KHLCNT)
  • The ID or name of the tender notice (TBMT)/bidding package name;
  • The ID or name of the investor or bid solicitor.
Users can enter keywords with or without accents.

3. Search by

3.1 "Search by Tender Notice/package name": Users enter the Tender Notice ID (starting with IB23xxxx) or package name into the search box (the name can be with or without accents).
3.2 "Search by contractor selection plan": Similarly, users enter the Contractor Selection plan ID (starting with PL23xxxx) or contractor selection plan name in the search box.
3.3 "Search by Investor": Enter the ID or name of the investor. Choose “Tender Notice” or “Contractor Selection Plan”. The system will display all Tender Notice or Contractor Selection Plan with investor information matching the search keyword.
Users can look up the ID or name of the investor at Menu Search ⇒ List of approved investors on the System (Figure 2).
3.4 "Search by bid solicitor": Enter the ID or name of the bid solicitor. Choose “Tender Notice” or “Contractor Selection Plan”. The system will display all Tender Notice or Contractor Selection Plan with bid solicitor information matching the search keyword.

Users can look up the ID or name of the bid solicitor at Menu SearchList of approved bid solicitors on the System (Figure 2).

4. Keywords

4.1 "Match all words" (case sensitive)

Means all words must appear in the search results. The words can be in any order or separated. It does not differentiate between accented and unaccented words.

For example: Typing “xây dựng công trình” will show results like “các công trình xây dựng” or “xây dựng các công trình”, “công trình xây dựng”, “xây dựng công trình” …

4.2 Match exact phrase

All entered words must appear in the search results. Words must be arranged exactly as entered, without spacing. Differentiates between words with or without accents.

Example: Typing “xây dựng các công trình” will only show results containing the exact phrase “xây dựng các công trình”.

II. Advanced Search

In the advanced search feature (see Figure 5), users can search according to the following criteria:

1. Keyword filtering criteria

  • The criteria "Match all words"; "Match exact phrase" in advanced search will be similar to the Quick Search feature.
  • "Match a word or some words": Means at least one word in the keyword must appear in the search results. It does not differentiate between accented and unaccented words. This function is similar to the "Match all words" button.
Example: Typing “xây dựng các công trình” will show results containing phrases like “xây dựng”, “công trình”, “dựng xây”…

2. Search by

  • Type of notice: Tick the types of notices according to your search needs (Tender Notice, Prequalification Notice, Contractor Selection Result…).
  • "Tender Notice ID/Package name" box: Appears if the type of notice is Tender Notice. Users enter the Tender Notice ID or package name to search.
  • The same operation applies when you enter other types of information (Prequalification Notice ID; Invitation for expression of Interest ID…).
3. Posting date; Bid closing date: Allows entering from date, to date in the format dd/mm/yyyy (Example: 01/01/2023).

4. Investor; bid solicitor: Enter the ID or Name of the entity

5. Field: Can select one or more fields.

6. Implementation location: Choose Province/City or District

7. Type of construction: Users search and select from the list of specific constructions.

8. Bidding package value: The system allows entering a price range.

Example: 100,000,000 - 1,000,000,000

9. Application process: Allows choosing one of the application processes.

10. Domestic/International: Allows choosing one or both options: Domestic/International

11. Bidding method: Allows choosing one or both options: Online/Offline

*** Note: For features like searching by contractor selection method, contractor selection process or to see which contractor won the bid, users must log into their account on the System to use these search functions.

Users can combine search criteria according to their needs to achieve the desired search results. Finally, click Search to find information according to the set criteria and preferences above..
