When evaluating bid documents, the user needs to pay attention to some issues:
There must be at least one contractor participating in the bid
The bidding package has been opened
An expert team has been created for the bidding package
To evaluate bid documents on the New National Bidding Network System, the user follows these steps:
Firstly, the user needs to log into the system as a bid solicitor.
Step 1: In the e-Bidding Subsystem, select Contractor Selection Process according to Bidding Law ⇒ Evaluate Bid Documents ⇒ Evaluate (1) ⇒ Evaluate (2)

Step 2: The user selects the bidding package to evaluate the bid documents

Step 3: In the Bid Document Evaluation tab, in the Evaluation Preparation tab, select Next.

Step 4: In the tab Evaluate the Validity of E-Bidding Documents, the user clicks the Action icon to proceed with the evaluation.

Here, the user selects Pass/Fail in the Expert team’s Evaluation Result column ⇒ Save.

Step 5: In the Capability and Experience Evaluation tab, perform similar evaluation as in step 4, specifically:
The user clicks the Action icon in the action column

In all tabs Evaluate Capability and Experience / Evaluate Key Personnel / Evaluate Mobilized Equipment, select Pass/Fail in the Expert team’s Evaluation Result column ⇒ Save ⇒ Next.

Step 6: In the Technical Evaluation tab, select Pass/Fail in the Technical Evaluation Result column ⇒ Press Save ⇒ Next.

Step 7: In the Financial Evaluation tab, the user fills in information (if any) ⇒ Press Save ⇒ Next.

Step 8: In the Consolidation of Results tab, the user attaches the E-Bidding Documents Evaluation Report ⇒ Press Save Attached File ⇒ Complete Evaluation.
