:

1. Boundary scope and planning scale
- Boundary scope: the entire administrative boundary of Thang Binh district; with
boundaries:
+ East: bordering the East Sea;
+ West: bordering Hiep Duc district and Tien Phuoc district;
+ South: bordering Tam Ky city and Phu Ninh district;

+ North: bordering Duy Xuyen and Que Son districts.
- Total natural land area: 412.25 km2, with 22 administrative units (21
communes and Ha Lam town).
2. Nature: is a key area for development of commercial and industrial services
; driving force for economic and social development of Quang Nam province.
3. Objectives of the project
- Specify the orientations for socio-economic development in the district.
Review, adjust, and connect plans in the district;
- Serve as a basis for implementing rural planning and investment projects to build
the district's technical infrastructure system.
4. Potential and development motivation
a) Regarding the outside region:
- Belonging to the No. 2 driving force cluster (Duy Xuyen, Thang Binh, Que Son); linking
to support development with the No. 1 driving force cluster (Hoi An, Dien Ban, Dai Loc) and the
No. 3 driving force cluster (Tam Ky, Nui Thanh, Phu Ninh); - Has the potential for development of services, trade and large-scale
industrial development in the Central region. Including a part of the newly developed area according to the General Plan for the construction of Chu Lai Open Economic Zone. b) Regarding the inside region: has historical relics, beautiful landscapes for tourism development; large coastal land fund, infrastructure investment is being made to create favorable conditions to attract investors. Abundant labor force; large agricultural and forestry land fund is favorable for the development of high-tech agriculture, production forest planting , large timber forests and restructuring of industries. 5. Regional development indicators a) Population: by 2030, it will reach about 200,000 people; in which, the urban population is about 145,000 people, the rural population is about 55,000 people. b) Urbanization: the urbanization rate by 2030 will reach about 73%. c) Main economic and technical indicators: applied according to Circular 01/2021/TT-BXD dated May 19, 2021 of the Ministry of Construction promulgating the National Technical Regulation on Construction Planning QCVN: 01/2021/BXD; Circular No. 01/2016/TT-BXD dated February 1, 2016 of the Ministry of Construction promulgating the National Technical Regulation on technical infrastructure works QCVN 07:2016/BXD. 6. urban, industrial and agricultural development. Investment and development according to the orientation of the adjusted
master plan for the construction of Chu Lai Open Economic Zone; in which, in terms of

urban development space, Binh Minh urban orientation, some communes of the
Eastern sub-region along with some communes of the Central sub-region become the inner-city area of ​​the
type IV urban area of ​​Thang Binh;
- Central sub-region: includes 06 communes of Binh Tu, Binh Quy, Binh Nguyen, Binh
An, Binh Trung, Binh Phuc and Ha Lam town. Orientation for urban development,
trade, services, industry, small-scale handicraft industry, craft villages, agriculture and forestry
; in which, in terms of urban development space, Ha Lam urban orientation,
some communes of the Central sub-region, the Eastern sub-region become the inner-city area of
​​the type IV urban area of ​​Thang Binh;
- Western sub-region: includes 07 communes of Binh Lanh, Binh Tri, Binh Dinh Bac, Binh Dinh Nam
, Binh Phu, Binh Chanh, Binh Que. Orientation for the development of agriculture
, forestry, tourism, industry, small-scale industry and services; the regional center
is Ha Chau (Binh Phu), Binh Tri.
b) Distribution and determination of the scale of development spaces
- Agriculture, forestry, fishery:
+ Eastern sub-region: develop agricultural chains with
mainly clean vegetables, form safe agricultural areas, high-tech agriculture
, high-quality aquaculture areas on the Truong Giang River

specialized rice areas.

the area combined with tourism development. Develop forest economy, hill garden economy,

west of the Truong Giang River; industrial zone west of the expressway section
through Thang Binh district with an area of ​​about 400 hectares in the industrial - urban - service development area
west of the highway;
High-tech industrial park 2 of Thang Binh district with an area of ​​about 300 hectares; Binh Lam -
Binh Lanh industrial park with an area of ​​about 490 hectares.
+ Industrial clusters: there are 09 industrial clusters including Ha Lam - Cho Duoc,
Ke Xuyen - Quan Go, Binh An, Doc Tranh, Rung Lam, Binh Hoa, Quy Xuan,

Chau Xuan Tay, Ngoc Son - Binh Phuc (in which Chau Xuan
Tay industrial cluster is located within the planning boundary of the industrial park west of the highway,
Ngoc Son - Binh Phuc industrial cluster is located within the planning boundary of
Bac Thang Binh 2 industrial park);
+ Small industry: promote the development of rural small industry
in the direction of encouraging traditional industries associated with
raw material areas and craft village tourism routes in the district.
- Trade and services
+ Space for developing trade and services is concentrated in the urban areas of Ha
Lam and Binh Minh; commune cluster centers, commune centers; functional areas; along
the main East-West axes, the main North-South axes.
+ By 2030, the district will have 28 markets. Of which, there are 03 grade
1 markets (Ha Lam market, Binh Minh market, Central Highlands - Central
Highlands agricultural and livestock wholesale market); the rest are markets distributed in communes serving people in the region.
- Tourism: + West: orienting the tourism development area at the special

- Industrial zones (outside Chu Lai Open Economic Zone):
Bac Thang Binh 1 Industrial Park and Bac Thang Binh 2 Industrial Park with an area of

the Truong Giang River; industrial zone west of the expressway through
Thang Binh district with an area of ​​about 400 hectares in the industrial - urban - service development area

d) Orientation of social infrastructure development
- Education - training: strengthen facilities, teaching equipment. Consolidate
and expand the scale of schools and classes reasonably, suitable to actual conditions. Strive
by 2030, 100% of kindergartens, primary schools, middle schools and high schools
meet national standards. Reserve land funds to attract investment in building
private schools in urban centers of the Eastern and Central regions.
- Health: consolidate and complete the grassroots health network, upgrade
district health centers and commune health stations; Attracting projects of international general hospitals, specialized
hospitals at regional and provincial levels, tourism projects combining health care and relaxation
for the elderly.
- Culture - sports: building a system of parks and urban trees in
Ha Lam town, Binh Minh new urban area; building public squares
along the coast, urban sports centers in Binh Minh new urban areas

+ Area along both sides of Vo Chi Cong road, 100m wide on each side.
Green area along the road from DT619 road (intersection at Binh Sa commune)
connecting to National Highway 14H.
+ Area along Truong Giang river; along Ly Ly river.

+ Landscape and agricultural area combined with flood drainage corridor connecting downstream of
Ha Kieu lake with Truong Giang river.
+ Landscape and agricultural area combined with flood drainage corridor connecting downstream of
Ha Kieu lake and Ban Thach river (Tam Ky city).
+ Area along the corridor between Da Nang-Quang Ngai Expressway and
the planned high-speed railway.
+ Southern agricultural area.
- Natural forest areas, protective forests, coastal mangrove forests: Minimize
the conversion of protective forests, mangrove forests (if any). Strictly protect
natural forest areas (if any).
- River corridors: ensure isolation corridors to protect rivers and reserve
for floods.
- Security and defense areas: protect security and defense land funds.
Construction in these areas and surrounding areas must be agreed upon with
relevant management agencies according to regulations.
- Important cultural and historical relic sites: make a specific list, determine
values ​​and regulate the boundaries of conservation areas as a basis for orienting
construction and protection activities of relics according to the Law on Heritage.
- Control and prohibit all construction activities that encroach on
flood protection corridors; cultural and historical relic protection corridors; safety protection corridors
for technical infrastructure routes; reserve corridors for infrastructure development;
ecological landscape areas.
- Construction of works and infrastructure in agricultural production areas
must be planned and designed to ensure the general landscape space of
