- Area for developing industrial production, small-scale industry and port services along Hau River.

- Is a district that meets the criteria of a new rural district.

b) Function:

Tieu Can district with 2 urban areas, Tieu Can and Cau Quan, is the center of the western development cluster of the province, including Cau Quan - Tieu Can - Cau Ke; plays an important role in politics, economy, culture - society and national security, is an important traffic hub for the province and neighboring provinces.
