INTRODUCTION
I. Reasons and necessity of project planning
According to the Master Plan of Da Lat city and its vicinity to 2030 and vision to 2050 approved by the Prime Minister in Decision No. 704/QD-TTg dated May 12, 2014 (abbreviated as QHC704), the satellite city of Finom - Thanh My is located in the urban area sharing functions with the central urban area of Da Lat city, including: Lien Khuong - Lien Nghia urban area, Finom - Thanh My and the satellite cities of Lac Duong, Nam Ban, D'ran, Dai Ninh; is one of six satellite cities in the vicinity of Da Lat city formed and developed based on existing urban areas (Thanh My town - Don Duong district, Finom - Duc Trong district); has the position of a gateway urban area of Da Lat city; connected to the provinces of the South Central Coast along National Highway 27.
Therefore, Finom - Thanh My urban area is identified in QHC704 to play an important role as a comprehensive urban area of the Political - Administrative center of Don Duong district; a specialized urban area for biotechnology research, high-tech agriculture at national and international levels, a regional agricultural product exhibition and fair center; developing completely and synchronously from technical infrastructure to social infrastructure independently and supporting while reducing the load on the central urban area of Da Lat city.
According to the orientation of Adjusting the General Planning of Da Lat city, Lam Dong province and surrounding areas to 2020 approved by the Prime Minister in Decision No. 409/2002/QD-TTg dated May 27, 2002 (abbreviated as QHC409), at that time the satellite towns of Da Lat city included: D'ran town, Thanh My town - Don Duong district; Finom 3-way intersection, Lien Nghia town - Duc Trong district; Dinh Van town, Nam Ban town - Lam Ha district. To concretize QHC409, for Thanh My town, Don Duong district, in 2009, the Provincial People's Committee approved the general planning of Thanh My town in Decision No. 632/QD-UBND dated March 20, 2009 and in 2012 approved the adjustment (local adjustment) in Decision No. 155/QD-UBND dated January 19, 2012. Since then, the project has been an important basis for Don Duong district to implement urban development investment projects, creating a foundation for progress in socio-economic development of Thanh My town in particular and Don Duong district in general. As for Finom, Duc Trong district is located in the Lien Khuong - Prenn Urban planning with the goal of expanding the center of Da Lat to the surrounding area. In 2006, the Provincial People's Committee approved the general planning for the construction of Lien Khuong - Prenn Urban Area, Duc Trong district, Lam Dong province until 2020 in Decision No. 1229/QD-UBND dated April 12, 2006.
In order to concretize QHC704 connecting Finom - Thanh My as an urban area and implement the direction of Lam Dong Provincial People's Committee on the implementation of the general planning project for Finom - Thanh My urban construction in Official Dispatch No. 4145/UBND-XD dated July 20, 2015, the establishment of the General Planning Task for the satellite urban area of Finom - Thanh My until 2035, scale 1/5000 including the area of Thanh My town and Finom is really necessary.
II. Planning scale boundaries
2.1. Scope of research
- The planning scope covers the entire administrative boundary of Thanh My town and part of Da Ron commune of Don Duong district; part of Hiep An commune and Hiep Thanh commune of Duc Trong district is limited as follows:
+ The North limits development to the end of Da Ron Lake area;
+ The southern limit of development is up to Da Nhim River;
+ The East side is limited to developing to the entire boundary of Thanh My town;
+ The West limits development to Lien Khuong - Da Lat highway;
- The scope of Thanh My town includes 11 residential groups with an area of 2,147.48 hectares.
- The scope of Da Ron commune includes 6 villages with an area of 2,485.20 hectares
(Suoi Thong A1, Suoi Thong A2, Suoi Thong B1, Suoi Thong B2, village 1, village 2, Da Ron).
- The scope of Hiep Thanh commune includes 5 villages with an area of 2,019.93 hectares (Quang Hiep, Phi Nom, Phu Thanh, Bac Hoi, Bong Lai).
- The scope of Hiep An commune includes 2 villages with an area of 485.67 hectares (DaraHoa village, Trung Hiep village).
2.2. Planning phase
- Phase: 2019-2025
- Phase: 2026-2035
2.3. Scale
- Population : The total population in the study area is 43,929 people as of December 2018.
- Area : Total planning research area is about 7,138 hectares, including the entire administrative boundary of Thanh My town and part of Da Ron commune of Don Duong district, part of Hiep An and Hiep Thanh communes of Duc Trong district.
III. Objectives, tasks and nature of the project
3.1. Objectives
- Concretize the orientations of QHC704 approved by the Prime Minister in Decision No. 704/QD-TTg dated May 12, 2014. Ensure and develop Finom - Thanh My urban area as one of six satellite cities of Da Lat city.
- Concretize the plans of Decision No. 1528/QD-TTg dated September 3, 2015 of the Prime Minister promulgating a number of specific mechanisms and policies for the development of Da Lat city, Lam Dong province.
- Establish a master plan for the construction of Finom - Thanh My urban area to determine the development and investment strategy based on a synchronous construction plan connecting the entire area between Finom and Thanh My Town belonging to the Finom - Thanh My satellite urban area, ensuring unity and development momentum for the Finom - Thanh My satellite urban area as well as the Southeast region of Da Lat city, playing the role of a comprehensive urban area and the Political - Administrative center of Don Duong district.
- Forming a modern Finom - Thanh My urban area, reaching the level of a type 4 urban area, with convenient traffic connections with Da Lat city, aiming to be an important urban pole sharing functions with Da Lat city, contributing to reducing some functions for the central urban area.
- Propose solutions for planning socio-economic facilities of the entire Finom - Thanh My satellite urban area in accordance with QHC704, ensuring sustainable urban development, identity, competitiveness, and flexible response to development needs in the market economy and the context of international integration.
- Exploit the potential of natural conditions, socio-culture, history and human resources of Finom, Thanh My for socio-economic development in general and urban and rural construction activities in particular; link the development of Finom, Thanh My with the synchronous development of the entire Finom - Thanh My Satellite Urban Area in accordance with the orientation of QHC704.
- Develop an orientation for the development of the entire urban space associated with a synchronous and modern infrastructure system of Da Lat city and surrounding areas.
- Assess the current status of forest protection management and update the planning of 3 types of forests in Don Duong and Duc Trong districts. From there, propose solutions to improve the effectiveness of forest protection management.
- Provide guidance on resolving projects and plans approved by competent authorities in accordance with current regulations, on the basis of selective inheritance appropriate to socio-economic development requirements.
- Provide a legal basis for controlling urban and rural development; establish zoning plans, detailed plans, and projects for socio-economic development, urban development, and technical infrastructure in Duc Trong and Don Duong districts.
- Propose management regulations attached to the project as a basis for local authorities and competent agencies to manage construction investment according to the plan.
- Sustainable development - Green growth - Biodiversity.
3.2. Tasks
- Analyze and evaluate natural conditions and current socio-economic status; population, labor, land use, current status of technical infrastructure construction, social infrastructure (schools, healthcare, cultural - sports facilities - entertainment areas, etc.), residential areas, projects and urban environment.
- Review, analyze, and evaluate sectoral planning (land, forestry, agriculture, tourism, health, education, transportation, etc.) and implement the new rural development program; Research and evaluate major projects that create momentum for the formation and development of new urban areas.
- Match and agree with the content of Decision No. 1848/QD-TTg, dated December 27, 2018 on Approval of the Construction Planning of Lam Dong province to 2035 and vision to 2050 of the Prime Minister.
- Develop orientation for urban space development, economic development, technical infrastructure development, social infrastructure and land use plan for the entire region until 2025 and 2035.
- Orientation on urban design.
- Environmental impact assessment report, recommend policies and measures to implement construction planning for the area; Establish regulations on planning and architectural management according to approved planning projects.
3.3. Properties
- Is an urban area that shares functions with the central urban area of Da Lat city.
- Is a comprehensive urban area, the political and administrative center of Don Duong district.
- A specialized urban area for biotechnology research, high-tech agriculture, national and international intelligence, a regional agricultural product exhibition and fair center, a regional specialized hospital. A biodiversity conservation and development urban area with green traffic infrastructure, green architecture and green space.
* Functions: The political and administrative center of Don Duong district is located in Thanh My. Center for scientific research and technology transfer and high-tech agriculture. Center for scientific research and technology training at the regional level. Regional specialized/general hospital. Center for fairs and exhibitions of agricultural products at the regional level and other functions such as: specialized agriculture, eco-tourism, entertainment, sports associated with the river and lake system and forest landscape environment.

CHAPTER I: NATURAL CONDITIONS AND CURRENT STATUS
1.1 Natural conditions
1.1.1 Geographical location:
a. Research scope:
- The scope of Finom - Thanh My urban research is placed in the overall relationship of Da Lat city planning and surrounding areas, especially the relationship between Finom - Thanh My urban area and the following urban areas: Da Lat city, Lien Nghia - Lien Khuong, Nam Ban, D'Ran.
- The scope of the study includes the entire natural area of Thanh My town, Da Ron commune of Don Duong district; the entire natural area of Hiep Thanh commune and part of Hiep An commune of Duc Trong district; with an area of about 11,973 hectares, limited as follows:
+ The North borders wards 3, 4 and Xuan Truong commune, Da Lat city;
+ To the South, it borders Tu Tra, K'Don, Don Duong district;
+ To the East, it borders Lac Lam, Ka Do, Quang Lap communes, Don Duong district;
+ To the West, it borders Lien Nghia town, Lien Hiep commune, Duc Trong district and Dong Thanh commune, Lam Ha district;

1.1.2. Topographic and geomorphological characteristics:
The design research area is a valley stretching in the East-West direction, with a trough-shaped terrain sandwiched between two steep mountain ranges: with Voi Mountain in the north and Ta Nang Phan Dung range in the south.
- Slope > 20%
- The valley at the foot of the mountain is quite flat, with an average slope of 1¸ 5%.
1.1.3. Engineering geology:
- The ground from the vegetation cover with a depth of less than 7¸8m is mainly basalt soil, this soil layer has the characteristic of low water permeability, average load-bearing strength R ³ 1.5 kg/cm2.
- The soil layer with a depth > 8m is usually a granite layer, with good load-bearing strength.
1.1.4. Climate:
- Located in the tropical monsoon climate zone. Due to the influence of terrain and altitude (average altitude > 1000m), the area has a cool climate all year round.
- The average annual air temperature varies from 150C ¸ 200C.
- Rainy season: The rainy season lasts from May to October with an average annual rainfall of about 1800 ¸ 2300mm. Rain is concentrated in 3 months (July, August and September, accounting for 70% of the annual rainfall)
- Average annual humidity: 80.8%.
- Average annual evaporation: 1,104 mm.
- Sunshine mode: Average annual sunshine hours are about: 1,800 hours
- Wind: Mainly East and Southeast wind.

Based on data provided by the Irrigation Sub-Department - Department of Agriculture and Rural Development of Lam Dong; Department of Agriculture, Don Duong District, Duc Trong District; Infrastructure Departments of Duc Trong District, Don Duong District show that:
The design area is directly affected by the hydrological regime of Da Nhim River, Da Tam Stream and reservoirs.
a). Within the administrative area of Duc Trong district:
Da Tam stream originates from Tuyen Lam lake and has two dams supplying water to areas in Hiep An and Hiep Thanh communes of Duc Trong district.
+ Dinh An dam: located at the border between Da Ra Hoa and K'Long villages. The dam provides irrigation water for 350 hectares of Da Ra Hoa and Trung Hiep villages.
+ Quang Hiep Dam: located in Hiep An commune, on the border between Hiep An and Hiep Thanh. The dam provides irrigation water for 2,400 hectares in Hiep Thanh, Lien Hiep, Phu Hoi communes, and Lien Nghia town. Irrigation capacity is 4.6m3/s. Currently, the main Quang Hiep canal system has been concreted.
+ Bac Hoi irrigation system has installed D300mm pipe system.
+ Bong Lai Lake provides irrigation water for 100 hectares in Bong Lai area and vicinity.
b). Within the administrative area of Don Duong district:
The Da Nhim River running along the south only supplies irrigation water to the river basin area, because the water surface is much lower than the agricultural area. Therefore, the water source for production in the area mainly depends on the reservoirs:
+ Da Ron Lake: provides irrigation water for 550 hectares in Da Ron area and vicinity. Da Ron Lake is currently polluted by the Golf course, so Da Ron Lake water is only used for watering plants.
+ Nghia Lap Lake: provides irrigation water for 10 hectares in Nghia Lap area and vicinity.
+ Suoi Thong Lake: provides irrigation water for 15 hectares in Suoi Thong area and vicinity.
+ Suoi Thong B Lake: provides irrigation water for 15 hectares in Suoi Thong B area and vicinity.
1.1.6. General assessment of natural conditions and natural resources:
- Thanh My town area and part of Da Ron commune of Don Duong district; part of Hiep An commune, Hiep Thanh commune of Duc Trong district is an area with valley terrain stretching in the East - West direction, the terrain is in the form of a trough sandwiched between two mountain ranges with large slopes, engineering geology, traffic is convenient for urban development and construction of economic, social facilities and technical infrastructure.
1.2. Current socio-economic status and urban construction
1.2.1. Economic development
FiNom - Thanh My area belongs to Don Duong district, part of Hiep An and Hiep Thanh communes of Duc Trong district with the advantage of favorable location in exchanging with economic regions in the province and inter-province, rich in resources, potential for tourism exploitation, regional economy tends to develop in a comprehensive, multi-sector, multi-field direction: services, eco-tourism, agriculture-forestry...etc.
In recent years, the economy of the FiNom - Thanh My area has developed strongly; the economic structure has shifted from traditional agricultural economy to high-tech agricultural production, services, trade and tourism; the average income per capita in 2018 reached 58.02 million/person/year. The annual economic growth rate is about 9-11%.
1.2.2 Current status of economic sector development
In 2018, the structure of economic sectors continued to shift in a positive direction. Currently, the agriculture - forestry - fishery sector accounts for 52.1%, the industry - construction sector accounts for 14.6% and the service sector accounts for 33.3%. Attention is paid to investment and construction of socio-economic infrastructure.

- Based on population census data in the planning area provided by Hiep Thanh, Hiep An, Da Ron communes and Thanh My town, Don Duong and Duc Trong districts as of December 2018.

1.2.4. Labor
The labor force mainly works in the agricultural sector (growing rice, vegetables, flowers...). Currently, a small part of the labor force is forming in the industrial, administrative and commercial service sectors.
1.2.5. Current land use status:
Data for assessing the current land use status is based on the cadastral map of Hiep Thanh, Hiep An, Da Ron communes, Thanh My town provided by the cadastral office; and the planning map of 3 types of forests and the actual status provided , December 2018 :
Total natural land area is 7,133.28 hectares, of which:
- Agricultural land accounts for the largest proportion with 2,637.78 hectares, accounting for 36.95%, mainly land for rice cultivation, annual crops, perennial crops, and livestock grass.
- Forestry land accounts for the second largest proportion with an area of 2,067.90ha, accounting for 28.97ha, mainly distributed in mountainous areas as protective forests and production forests. (This data has been verified with the planning data of 3 types of forests provided by the Department of Agriculture of Duc Trong and Lam Dong districts).
- Aquaculture land accounts for a low proportion of 8.93ha, accounting for 0.13%.
- Current residential land is 1,210.37ha, accounting for 16.96%, of which: urban land (belonging to Thanh My town is 293.93ha, rural land is 916.44ha).
- Specialized land has a total area of 705.26, accounting for 9.88%; including land for agencies, public, medical, schools, culture, sports, tourism, security, national defense, production and business, religion, belief, cemetery, and water surface.
- Unused land has an area of 499.01 hectares, accounting for 6.87%.
