Pursuant to Clause 1 and Clause 2 Article 1 of Circular No. 105/2025/TT-BTC (amending and supplementing Clause 1 Article 3 and Clause 2 Article 7 of Circular No. 02/2024/TT-BKHĐT):
1. Clause 1 Article 3 is amended and supplemented as follows:
1. The professional certificate in bidding is an electronic certificate granted in the cases prescribed in Clause 2 Article 7 of this Circular. The certificate form is provided in Appendix No. 2 issued together with this Circular.”

2. Grant of professional certificate in bidding:
Individuals granted a professional certificate in bidding must satisfy the requirements prescribed at Point a of this Clause and fall into one of the cases prescribed at Points b, c, d, and đ below:
a) Having full civil act capacity, not being examined for penal liability, and not being subject to certificate revocation as prescribed in Clause 3 Article 10 of this Circular;
b) Passing the professional examination in bidding in accordance with this Circular;
c) The professional certificate in bidding remains valid but information on the certificate has changed;
d) The professional certificate in bidding has expired in accordance with Clause 1 Article 8 of this Circular. In case the certificate expires, individuals wishing to be granted a certificate must register on the System at least 15 days before the certificate expiration date. After this period, the certificate shall not be granted and the individual must take the examination and apply for certificate issuance as prescribed at Point b of this Clause if needed;
đ) The bidding practice certificate previously granted remains valid but is lost or damaged.”
Thus, the professional certificate in bidding is granted to individuals participating in bidding activities such as expert teams, contractor and investor selection appraisal teams, and other related entities when they satisfy all prescribed conditions and pass the professional examination in bidding.

1. The professional certificate in bidding is granted to the following individuals:
a) Individuals participating in expert teams and appraisal teams for contractor selection as prescribed in Article 19 of the Law on Bidding and Article 21 of Decree No. 214/2025/NĐ-CP dated August 04, 2025 of the Government detailing a number of articles and implementation measures of the Law on Bidding regarding contractor selection;
b) Individuals participating in expert teams and appraisal teams for investor selection for business investment projects as prescribed in Clause 3 Article 1 of Decree No. 23/2024/NĐ-CP dated February 27, 2024 of the Government detailing a number of articles and implementation measures of the Law on Bidding regarding investor selection for projects subject to bidding under sector-specific laws, and Clause 4 Article 1 of Decree No. 115/2024/NĐ-CP dated September 16, 2024 of the Government detailing a number of articles and implementation measures of the Law on Bidding regarding investor selection for land-using investment projects;
c) Individuals participating in expert teams and investor selection appraisal units for public-private partnership (PPP) investment projects as prescribed in Article 32 and Clauses 3 and 4 Article 33 of Decree No. 243/2025/NĐ-CP dated September 11, 2024 of the Government detailing a number of articles of the Law on Investment under the public-private partnership method.
Thus, under the latest regulations, the professional certificate in bidding is granted to individuals participating in expert teams and appraisal teams involved in contractor selection, investor selection, and PPP projects in accordance with current laws.

In cases where the professional certificate in bidding is granted pursuant to Points c and đ Clause 2 Article 7 of this Circular, the validity period stated on the previously granted professional certificate in bidding or bidding practice certificate shall apply.
According to the above regulation, the professional certificate in bidding is valid for 05 years from the effective date of the Decision on certificate issuance.
