Building a strategic transport axis connecting the Southeast region with the Southwest and Central Highlands, promoting the circulation of goods from industrial parks and urban areas to seaports and airports and vice versa; connecting urban areas and industrial parks in the region, creating regional links, socio-economic development of the southern key economic region; reduce traffic pressure for the urban center area; create new development space to exploit the potential of land resources and take advantage of areas with favorable conditions for urban development, contributing to regulating population in inner-city areas; successfully implement the goals and tasks of socio-economic development, ensuring national defense and security according to the Resolution of the 13th National Congress and the Party's resolutions

Investment scope: - Invest about 159.31 km, divided into 10 component projects. - In which the DATP2-1 component project has a route length of about 18.23km. With the starting point at Toc Tien - Chau Pha intersection (intersection area with Bien Hoa - Vung Tau Expressway and Provincial Road DT.992). The end point intersects with Dong Nai province at Bau Can lake area Investment scale: - Complete phase: Expressway has a design speed of 100 km/h, with 8 express lanes; The total width of the roadbed (including the expressway and parallel road) is Bbed = 74.5 m. - Phase 1: Diversified investment with scale of 04 expressway lanes, design speed of 100 km/h, roadbed width Base = 25.5m ÷ 27.0m according to National Technical Regulations on Expressway QCVN 117: 2024/BGTVT and Highway Motorway Standards - Design Requirements TCVN 5729 - 2012. - Intersection design: arrange intersection with Bien Hoa - Vung Tau expressway; Intersection with DT991 road; Intersection with National Highway 51C (Planning), in which the intersection with National Highway 51C has not been invested in at this stage. - Project group: Group A; - Type and level of construction: traffic works, level I.
