Investment Objectives of the Project
Forming a modern new urban area with synchronous investment in technical infrastructure systems, ensuring the environment and adapting to climate change; The ecological urban area is associated with public institutions and urban services, combining economic development and sustainable tourism, meeting the housing needs of people and the shopping and accommodation needs of tourists coming to Hue. Create motivation for socio-economic development for Hue city in general and My Thuong ward in particular, while creating jobs for workers throughout the implementation and completion of the project.
Investment Scale of the Project
4.1. Land use area: about 493,943 m2 (about 49.3 hectares). 4.2. Design capacity: Following Decision No. 197/QD-UBND dated January 17, 2024 of the Provincial People's Committee on approving the Adjustment of Zoning Planning (scale 1/2000) Area C - An Van Duong New Urban, it is expected that the design capacity at the Project will create about 1,000 individual houses (including townhouses, villas), about 96,000 m2 of floor space. Social housing (apartment type) with about 1,200 apartments, about 145,000 m2 of commercial service floor along with educational institutions and other public works serving residents in the Project and surrounding areas. The project population is about 6,500 people. 4.3. Products and services provided: The urban area synchronizes the technical and social infrastructure system with the following types of housing: low-rise (minimum rough construction with complete exterior architecture), social housing (investment completion level reaches 90%), commercial service centers and offices for rent, fully invested educational institutions and a number of other necessary institutions to serve the needs of people within the Project and surrounding areas - Institutions on education and culture (100% complete construction) 4.4. Expected construction architectural scale: According to Decision No. 197/QD-UBND dated January 17, 2024 of Thua Thien Hue province on approving the Adjustment of Zoning Planning (scale 1/2000) Area C - An Van Duong New Urban (Specifically in the Investment Policy Approval Decision)

Execution time
Project operation term: 50 years, from the date of decision on land allocation, land lease, or permission to change land use purpose. - When the investor has invested in construction and sold housing attached to land use rights, the housing buyer will be granted a Certificate of land use rights with a long-term stable term (as prescribed in Clause 1, Article 171 of the Land Law 2024); Apartment owners are granted a Certificate with a long-term stability (as prescribed in Point c, Clause 3, Article 92 of Decree No. 102/2024/ND-CP) - For commercial service land and educational land: the term is 50 years from the date of land allocation, land lease, or permission to change land use purpose. Project implementation progress: a) Capital contribution progress and expected progress in mobilizing capital sources: After the competent state agency approves the results of investor selection to implement the project, the investor must ensure capital sources for project implementation, including: + Minimum investor's equity capital: 833,748,217,350 VND (accounting for at least 15% of total investment capital); + Loans from credit institutions and other legally mobilized capital sources: 4,724,573,231,650 VND (accounting for a maximum of 85% of total investment capital) b) Basic construction progress and putting the project into operation: Total project implementation time is no more than 120 months from the date of land allocation, land lease, or change of land use purpose; In particular, the construction progress of technical infrastructure projects must not exceed 36 months from the date of land allocation or lease by the State. - Phase I: Construction starts no more than 12 months from the date of land allocation and land lease (expected time of land allocation and land lease in Quarter II/2026), implementation progress is no more than 108 months from the date of land allocation and land lease. - Phase II: Start construction no more than 18 months from the date of land allocation and land lease (expected time of land allocation and land lease in Quarter II/2026), implementation progress no more than 120 months from the date of land allocation and land lease.
