Instruction video provided by the National Online Bidding System:

Currently, the new system of the National Online Bidding System allows users to quickly search for bidding information using keywords based on the ID or name of the tender notice or the ID or name of the contractor selection plan of the bid solicitor.

Step 1: Log in to the System

First, users access the homepage of the National Online Bidding System portal at: https://muasamcong.mpi.gov.vn/

Step 2: Select the search options in the search bar (see Figure 1).

For quick search, users select the "Contractor Selection" or "Investor Selection" section, then enter the keyword to search.

Tick the “Search by” box to specify the keyword to be searched in the "Tender Notice," "Contractor Selection Plan," or "Name of the bid solicitor/Investor."

Change the search method to "Match all words" or "Match exact phrase" and click the “Search” button. The system displays results matching the keywords and the chosen search method (see Figure 2). To view the details of a record, users click on the name of the notice. The new interface of the National Online Bidding System is designed to link information of different stages of a bidding package. Thus, when viewing detailed tender notices, users can see the status and detailed information of each stage of the bidding package (see Figure 3).

Additionally, from the tender notice information, users can view detailed information of the contractor selection plan through the link placed at the contractor selection plan ID, thereby viewing information of other bidding packages within the same selection plan.

The bidding package progress display feature has also been used by DauThau.info software since 2019 and was further upgraded to a project progress bar (see Figure 5). With DauThau.info’s progress bar, users can view and track information of a bidding package from the tender notice to the contractor selection results. However, the bidding information viewing feature of the National Online Bidding System still has a drawback, as it lacks data linkage. For example, when viewing a tender notice, information about the bid solicitor and investor is static (see Figure 4), preventing contractors from verifying and cross-referencing information.

For the same bidding package, when viewed on DauThau.info (see Figure 5), all data are interconnected, making it easy for users to retrieve information about the contractor’s bidding process, bid solicitor, investor, and winning contractor with just one click, without the need to switch interfaces or re-enter information.

2. Advanced Search Function on the New Interface of the National Online Bidding System

This function supports users in combining more search criteria if needed (see Figure 6). Users can access the advanced search function in two ways:

• Directly click the advanced search button on the homepage;
• Click the edit search criteria button at the quick search result screen to change the search method or combine other search criteria.

In the Advanced Search function, users can expand search criteria such as posting time, bid closing time, field, location, and bidding package value.

Users click the refresh button to clear all determined search criteria and click the search button after setting the criteria to proceed with the search. This function has also been long used by us. Moreover, DauThau.info software combines quick and advanced search right on the homepage with a single "Advanced Search" or "Back to Basic Search" button to expand or collapse the search box according to your search purpose (see Figure 7). You don't need to switch to a different interface and re-enter information as when searching for bidding information on the new portal of the National Online Bidding System. Above is the guide on two ways to search for tender notices on the National Online Bidding System’s new interface. Despite the recent upgrade to the new portal interface, the system still has many limitations such as: no menu for accessing categorized data; no support for searching old bidding data; lack of linkage between the search function on the homepage and advanced search; some search functions not working, data inaccuracies and display errors.
