Contractor selection plan for O Mon III Thermal Power Plant Project

Design, manufacture, and supply Gas Turbine and Gas Turbine Generator (GTG) clusters at O Mon III Thermal Power Plant, including: - Includes accompanying services such as providing technical assistance (TA) experts for installation, commissioning, and acceptance.

- Construction Survey Supervision Consulting, Construction Execution and Construction Installation; - Consulting and supporting project management; - Consulting on technical design verification.

Support the Investor within the scope of work including, but not limited to the following: - Advise and support the Borrower in developing a negotiating position, reviewing and commenting on the Financial Documents throughout the negotiation process with Lenders and their legal consultants; - Provide legal reports to the Investor in accordance with applicable laws for the final version of the Financial Documents and the entire transaction, including evaluating the legality, validity, binding and enforceability of the Financial Documents, as well as other related legal issues in accordance with applicable laws; - Drafting key loan terms and conditions; - Review, negotiate and complete loan contracts; - Review, negotiate and complete fee payment agreements and other related credit documents; - Support PVN in preparing, negotiating and completing the prerequisites of loans; provide legal opinions related to PVN's signing of credit documents in case of request from the Lender; - Support procedures for disbursement; - Perform other tasks as requested by PVN in accordance with the scope and nature of the bidding package.

Monitoring and sampling background data (data from 2 seasons), comparing with current standards to evaluate the current environmental status; Periodic environmental monitoring every 3 months during Project construction (including the affected area surrounding the Project); Monitor and evaluate occupational safety and hygiene at the Project; Monitor, evaluate and report on the process of collection, transportation, and treatment of generated waste (including solid waste, hazardous waste, and household waste) during the construction phase; Proposing measures to improve and minimize environmental impacts during construction; Submit environmental protection reports to competent management agencies in compliance with the approved EIA Report, Environmental Protection Law, Construction Law and related legal documents.

Monitoring of displacement and deformation of works in the process of construction and existing works from the initial cycle (cycle 0) before the load, impact changes to the foundation, foundation, construction structure

Auditing the legal records of the project, auditing investment capital sources of the project, auditing investment costs, auditing investment expenses not included in the value of asset (if any), audit to determine the value of assets, auditing determining debt, supplies and equipment, considering the implementation of the conclusions of the inspection, examination, review, and submission to the investor's petition.
