I. Software Requirements Specification 1. Sample Management and Tracking: * Manage sample intake, including sample collection, member lists for sampling teams. * Manage sample records and workflows, including sample receipt at the laboratory and central testing center. * Maintain a sample inventory management system with internal allocation procedures. * Generate analysis requests. * Track and manage test results. * Implement automated code management and numbering. 2. Workflow and Review: * Update information and analysis results. * Create both official and draft test reports. * Implement a workflow for report review and approval. * Generate reports according to regulatory requirements. * Manage costs, revenue, and generate expense reports and receipts. * Manage result delivery and ensure compliance with the center's current management requirements (ISO). 3. Chemicals, Reagents, and Sample Storage: * Implement inventory management for chemicals, reagents, and samples, including: * Creating and managing chemical storage, reagent storage, and sample storage areas. * Automatically record sample receipt upon handover from testing teams. * Manage stock levels (both full and partial). * Manage outgoing and incoming transactions (using appropriate forms). * Manage inventory cards and conduct physical inventories. * Generate reports on inventory, including statistics. 4. Reporting: * Provide reporting capabilities for management purposes, including: * A dashboard for senior management and direction. * Generate reports according to the requirements of the testing center, the Department of Health, and the Ministry of Health. * Automatically generate reports for senior management and department heads on task progress. 5. System Administration: * Implement user management with role-based access control. * Manage administrative and system categories. * Manage business categories, including service pricing, active ingredients, chemicals, reagents, testing methods, sampling locations, test samples, and ISO documentation. * Manage and update base standard categories. * Manage reference documents and standards. II. Technical Requirements * Utilize modern technologies, encouraging the use of open-source technology to reduce software licensing costs and comply with Government Decree No. 20/2014/TT-BTTTT dated December 5, 2014, which regulates the procurement and use of open-source products in state agencies and organizations. * Use popular web application development technologies such as HTML5, Javascript (Angular JS/React)/Jquery, programming languages: Java, .NET, NodeJs, Python, etc. * Support centralized installation on the center's server or cloud server. Users can connect and manage the system via the internet through common web browsers. * Operating environment: Prioritize Linux open-source server deployment to reduce licensing costs and ensure long-term operation. III. Other Requirements * The service price is a comprehensive package that includes software, installation, training, and on-site user guidance. * Ensure fast and accurate data processing. The maximum time for retrieving and displaying detailed information for common functions should be 3 seconds; the maximum time for simple searches with pagination should be 5 seconds. * If the software requires the use of commercial platform software for servers or databases, the supplier must provide a license for the system (server operating system, database management) that meets the center's requirements (the cost of the platform software is borne by the supplier). * Software/service implementation time: Maximum 45 days. * Software maintenance period: Minimum 12 months.
