Purpose: To make an overall assessment of the natural, economic, social conditions and factors affecting the dyke system of Ninh Binh province (former Ha Nam and Nam Dinh areas), it is necessary to collect relevant documents, in which information on population and protected area of the dykes is one of 03 important criteria to determine dyke level according to Circular 54/2013/TT-BNNPTNT, in addition to reviewing Consider adjusting the dike level to increase or decrease depending on the important nature of the protected area (cities, economic, cultural, industrial, defense, security zones, traffic hubs). Therefore, the basic types of documents that need to be collected include: - Collecting basic documents on natural conditions, topography, geology, meteorology, hydrology, and natural disasters caused by rain and storms; Current status and direction of socio-economic development including data on types of areas and population in the former Ha Nam and Nam Dinh provinces. - Collect documents on dike routes and management works (elevation, dike cross-section, body, dike foundation...), incidents related to dike routes that have appeared; Current regulations on water levels and design flood flow for each location. - Collect relevant maps and diagrams including: current status map of the dyke system, topographic map, flood map... - Field survey and work with localities where the dyke passes through and the dyke management districts to collect information about the flood situation, incidents that have occurred, and compare and contrast management data and the current status of the project. - Synthesize, analyze, evaluate documents and collected information: systematically synthesize all collected documents, classify by each field, topic, digitize and catalog for convenience when searching, analyzing, and evaluating.

Prepared based on economic - technical norms issued with Circular No. 22/2022/TT-BNNPTNT dated December 29, 2022, amended with a number of articles in Circular 10/2026/TT-BNNMT dated February 6, 2026 of the Ministry of Agriculture and Environment. Equipment norms - Instrument costs (Cdc) apply the norms in Table 2.3. Tool norms - Material costs (Cvl) apply the norms in Table 2.4. Material norms - Total coefficients for using materials, tools, machinery and equipment for internal work of 03 work items is: 0.16. - Look up according to Table 1.3. Table of adjustment coefficients according to the size of the planning area KF determines KF = 0.92 - Adjustment coefficients are found in Table 1.4. The table of adjustment coefficient K for the adjustment of dyke planning and flood prevention and control of rivers with dykes with a period of over 10 years determines K = 1.0
