    - Prepare a standard project preparation cost estimate according to Article 11 of Decree No. 206/2026/ND-CP, ensuring that the consulting and construction costs comply with Clause 1 and Clause 2 of Article 26 of Decree No. 206/2026/ND-CP and the methods specified in Circulars No. 36/2026/TT-BXD (including activities such as: construction surveys for project preparation; preparing a feasibility study or investment technical economic report; appraisal, and other consulting and related costs within the project preparation phase). - Define the technical requirements and consultant work volume to serve as the basis for establishing bid prices and organizing the selection of consultants in subsequent steps. - Coordinate with the investor and beneficiary unit during the review, refinement, and explanation of the cost estimate. - Perform other tasks according to the investor's requirements within the scope of the contract.
