Collect and synthesize GHG emission and absorption data of sectors in the province (agriculture, forestry, energy, waste, industry). Analyze and evaluate the potential for developing carbon credits and propose a mechanism to exchange and offset carbon credits suitable to the conditions of Tay Ninh province. Determine the possibility of participating in domestic and international carbon markets. Analyze mechanisms, policies, technical conditions and provincial management capacity for carbon credit transactions. Develop a draft Report, organize consultation workshops, receive, edit and complete the Report and submit it to the Provincial People's Committee for signature and promulgation. Report results and hand over products as required.
