I. Specific Technical Requirements 1. Signing and Digital Signing Authentication Function: a) Verify the signer's information on the digital signature certificate and check the validity of the digital signature certificate as stipulated in Clause 2 of this Article before allowing digital signing; b) Allow the signer to use the private key to digitally sign data messages. The private key stored in the private key storage medium used or authorized by the signer for digital signing must comply with the mandatory standards applicable to digital signatures and digital signature certificates on data messages used for digital signing software and digital signature verification software as specified in Appendix I of Circular 15/2025/TT-BKHCN; c) Allow the conversion of data message formats into formats according to the recommended standards applicable to digital signing software and digital signature verification software as specified in Appendix I of Circular 15/2025/TT-BKHCN; d) Allows attaching digital signatures, digital signature certificates, and the time of signing to data messages after signing; e) Supports the installation, integration, and updating of digital signature certificates from the National Electronic Authentication Center, public digital signature certification service providers, and digital signature certificates on the List of Trusted Foreign Electronic Signature Certificates recognized in Vietnam; f) Allows attaching a timestamp corresponding to the digital signature on the data message in cases where the law requires the data message to have a timestamp; g) Ensures the integrity of the signed data message. 2. Functions for verifying the validity of digital signature certificates: a) Verifyes the information in the digital signature certificate according to the legal regulations on electronic identification and authentication; b) Verifyes the digital signature certificate of the signatory via the trusted link of that digital signature certificate or according to the List of Trusted Foreign Electronic Signature Certificates recognized in Vietnam. The trusted link must be linked to the original digital signature certificate of the National Electronic Authentication Center; c) Meet the validity requirements of the digital signature certificate as specified in Appendix II issued with Circular 15/2025/TT-BKHCN. 3. Function of connecting to the Public Digital Signature Authentication Service Portal: a) Develop components, programs, or solutions to connect to the Public Digital Signature Authentication Service Portal; b) Comply with the Guidelines for connecting to the Public Digital Signature Authentication Service Portal developed by the Ministry of Science and Technology as stipulated in Article 8 of Circular 15/2025/TT-BKHCN. 4. Function of storing and deleting information accompanying the digitally signed data message, including: a) The digital signature certificate corresponding to the private key used by the signatory to sign the data message at the time of digital signing; b) List of revoked digital signature certificates at the time of signing in the digital signature certificate of the signatory; c) Results of checking the status of the digital signature certificate corresponding to the digital signature on the signed data message. 5. Function to change (add, remove) digital signature certificates of the agency or organization that created, issued, or promulgated the digital signature certificate: Allows integration and full display of Digital Signature Certification Service Providers and the List of Trusted Foreign Electronic Signature Certificates recognized in Vietnam. 6. Function to notify the signatory in text or symbols whether the digital signing of the data message was successful or unsuccessful, including: a) Displaying a notification about the results of checking the validity of the digital signature certificate; b) Displaying a notification of successful or unsuccessful digital signing in Vietnamese; c) Downloading the signed data message to the device. IV. Service Information: - Implementation time: 365 days. - Contract type: fixed price. - Acceptance testing: Every 4 months.
