    Petition content: At Point 2. Section 3. The criteria for technical evaluation requires: "Providing at least 01 completed contract (including contracts, liquidation acceptance records, financial invoices) with similar nature of the bidding package as required by E-HSMT" and using the criteria of achieved/unsatisfactory to assess the contractor technique.
    However, in the bidding documents, in section 2, Chapter III. The criteria for assessment of capacity and experience are stipulated as follows: “For the bidding package applied competitive offers, no requirements on capacity and experience as prescribed by this section but the bidding contractor must commit to being capable and experience to implement the bidding package (the content of the commitment is made with the bidding application when the contractor submits E-HSDT), in this case, the contractor does not provide the document capacity."
    We respectfully request the investor/bid solicitor to clarify the legal basis of applying the criteria of achieving/failing to the requirements of providing documents on the same contract, while the bidding package is determined in the form of competitive offer and in accordance with current regulations, not to provide records of capacity and experience.
