1. The Socialist Republic of Vietnam has received funding from the Asian Development Bank to cover the cost of the People's Health Care Project in the Central Highlands, phase 2, loan No. 3038 -VIE (SF) and intends to use a portion of that funding to pay for the contract for the purchase of the 128-slice CT-Scaner System.

2. The project "Care for the people's health in Central Highlands provinces, phase 2" invites eligible contractors to submit bids for contract E17: purchase 128-slice CT-Scaner System.

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedure set forth in the Asian Development Bank's Procurement Guidelines (Procurement Guidelines), and open to all eligible bidders as identified in the Procurement Guidelines.

4. Only eligible bidders who meet the following key competency criteria should bid:

- Average annual revenue is determined as the total payments received by the Contractor for completed or on-going contracts within the last 3 years (2017-2019) equal to VND 56 billion. In the case of a consortium contractor, the total turnover of all members of the Consortium must meet the requirement, and the turnover of one member must meet 40 percent of the requirement, and each member must meet the requirements. 25 percent of the claim.
