Contract Title: Procurement of Equipment and simulation models for the Grants to renew the competency-based education program

1. The Socialist Republic of Vietnam has received financing from the World Bank towards the cost of the Health Professionals Education and Training for Health System Reforms (HPET) project, and intends to apply part of the proceeds towards payments under the contracts for Procurement of Equipment and simulation models for the Grants to renew the competency-based education program (consisting of six lots (contracts): Lot 1 - Equipment for Training Dentistry; Lot 2 - Simulation Models for Training; Lot 3 - Models for training training skills; Lot 4 - Anatomy - Surgery Models; Lot 5 - Models for Training Basic Medical skills; Lot 6 - Equipment, models for training emergency resuscitation skills).
2. The Central Project Management Unit (CPMU) of HPET project – Ministry of Health now invites sealed bids from eligible bidders for procurement of 120 items of equipment and simulation models for the Grants to renew the competency-based education program for 14 medical schools in Vietnam; delivery period shall not exceed 180 days. Bidders may bid for one or several lots (contracts), as further defined in the bidding document.
Qualifications requirements include:
The average annual turnover over the last three (3) years (2016, 2017, 2018) shall be at least: (i) USD 2,300,000 equivalent for lot 1; (ii) USD 2,000,000 equivalent for lot 2; (iii) USD 1,600,000 equivalent for lot 3; (vi) USD 600,000 equivalent for lot 4; (v) USD 1,370,000 equivalent for lot 5; (vi) USD 1,100,000 equivalent for lot 6. In the case of a joint-venture, the total annual average turnover of all members of the joint-venture must meet the above requirement, and the turnover of one of the members must meet 60 percent of the requirement and each member must meet 40 percent of the requirement.
Minimum working capital shall be: (i) USD 350,000 equivalent for lot 1; (ii) USD 300,000 equivalent for lot 2; (iii) USD 230,000 equivalent for lot 3; (vi) USD 90,000 equivalent for lot 4; (v) USD 200,000 equivalent for lot 5; (vi) USD 160,000 equivalent for lot 6. In the case of a joint-venture, the total working capital of all members of the joint-venture must meet the above requirement.

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits &Grants by World Bank Borrowers issued in January 2011 and revised in July 2014 (“ Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.
4. Interested eligible bidders may obtain further information from Central Project Management Unit (CPMU) of HPET project and inspect the bidding documents during office hours: 08:00 AM to 12:00 AM and 01:00 PM to 5:00 PM (Local time) at the address given below.
5. A complete set of Bidding Documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of VND 4,600,000 or USD 200. The method of payment will be (i) cash for interested bidders collecting the bidding document from CPMU's office, and (ii) direct deposit for prospective bidders requesting the documents to be mailed, to the following account: (i) Account Name: BQL DU AN GIAO DUC VA DAO TAO NHAN LUC Y TE PHUC VU CAI CACH HE THONG Y TE; (ii) Bank: Maritime Bank; (iii) Account Number: 011-01-37-0002384 (USD), 011-01-01-019259-0 (VND); (iv) SWIFT Code: 1114535.
The Bidding Documents will be sent by airmail for overseas delivery and surface mail or courier for local delivery. A prospective bidder wishing to receive the bidding documents by courier must cover the additional costs for courier service in the amount of VND 2,300,000 or USD 100.
Starting date of opening the Bidding Documents is 06 August, 2019.< /p>
6. Bids must be delivered to the address below on or before 09:00 AM, 19 September, 2019 (Local time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below on 09:00 AM, September 19, 2019 (Local time).
7. All bids must be accompanied by a Bid Security of USD 18,000 for Lot 1; USD 16,000 for Lot 2; USD 12,000 for Lot 3; USD 5,000 for Lot 4; USD 11,000 for Lot 5; USD 9,000 for Lot 6.
