1. The Socialist Republic of Vietnam received a credit from the International Development Association (IDA) - World Bank to finance the project "Promoting innovation through Research, Science and Technology". and Technology" (FIRST Project). Within the framework of Sub-component 2b2 of the FIRST Project, Marine Functional Vietnam Co., Ltd. is the leading member and representative of the MFC Collaborative Group with 5 members receiving funding from the FIRST Project to implement the Subproject. “Production of high-quality protein powder from black soldier fly larvae by enzymatic hydrolysis technology contributes to replacing imported materials in the animal feed industry” (FIRST-MFC Subproject), through the Grant Agreement number FIRST/2b2/MFC/07/2018, dated June 1, 2018, in which the funding part is led by Marine Functional Vietnam Co., Ltd (MFC Cooperation Group) by reciprocal implementation method. at the rate of 42.3% funding from the FIRST Project and 57.7% of the counterpart funding from the MFC Cooperation Group. In accordance with the above funding ratio, a portion of the amount of the FIRST Project grant and the MFC Collaborative Group's counterpart fund are intended to be used as eligible payment for the contract for which this Tender Notice is used. Marine Functional Vietnam Co., Ltd. is the head member appointed to represent the MFC Collaborative Group responsible for financial management and procurement.

2 Marine Functional Vietnam Co., Ltd. invites eligible bidders to submit bids for the contract to supply the equipment for the Three Phase Horizontal Centrifuge.

Completion deadline no later than March 30, 2019.

3. Procurement will be conducted through the Domestic Competitive Bidding procedure set forth in the World Bank Guidelines on: Procurement of goods, works and non-consulting services under the IBRD loan and The World Bank IDA Credit & Financing was issued January 2011 (“Procurement Guidelines”), and is open to all eligible bidders as identified in the Procurement Guidelines.

4. Only eligible bidders who meet the following key qualification criteria should participate in the bid:

- The average annual turnover determined within the last 3 years is 10,500 .00.000 VND.

- The Contractor must enter into at least 01 contract which has been successfully performed within the last 5 years, and is of the same nature as the Proposed Goods in it. the value of the Contractor's participation is more than VND 4,100,000,000. A similar contract is a contract in the field of equipment supply and at least one of the following lists of machinery and equipment is provided in the contract as follows: Three-phase horizontal centrifuge. Criteria for goods and contractor capacity will be described more fully in the Bidding Documents.

6. Eligible and interested bidders in this contract may purchase a complete set of bidding documents in Vietnamese by submitting a purchase application to the contact address listed below and paying a non-refundable fee of 1,000 000 dong. Payment method is bank transfer or cash. Bidding documents will be sent to bidders by the following methods: directly or by post. The Investor will not be responsible if the bidding documents are lost or delivered late.

7. Bids must be sent to the contact listed below at or before 9:00 a.m. on December 23, 2018. Bids submitted late will be disqualified. Bids will be opened publicly in the presence of bidders' representatives and bid solicitors at the address below at 9:30 a.m. on December 23, 2018.

8. All bids must be accompanied by a Bid Security as specified in the Bidding Documents.
