4. Only eligible bidders who meet the following key qualification criteria should bid:

5. 6. Eligible and interested bidders in this contract may purchase a complete set of bidding documents in Vietnamese by submitting a purchase application to the contact listed below and paying a non-refundable fee of 2,000,000 VND (Two million VND). The payment method is direct. Bidding documents will be sent to the contractor by direct delivery or by post (if requested by the contractor and the contractor has to pay the cost). The Investor will not be responsible if the bidding documents are lost or delivered late.

7. Bidding documents made in Vietnamese must be sent to the Department of Agriculture and Rural Development (VnSAT Project Management Board of Can Tho City) before 09:00 on December 20, 2019.
