1. The Socialist Republic of Vietnam has received a credit from the International Development Association (IDA) to cover the costs of the Sustainable Agriculture Transformation Project in Vietnam, and intends to use a portion of the proceeds. the funding to pay for the contract for the procurement of media materials.

2. The Project Management Board of Sustainable Agriculture Transformation in Vietnam, Can Tho City (Can Tho City VnSAT Project Management Unit), Department of Agriculture and Rural Development (“Investor”) invites Eligible bidders submit proposals for non-consulting contracts, including the following contents:

Contract performance period: 150 days.

3. Procurement will be conducted through the Domestic Competitive Bidding procedure set forth in the World Bank Guidelines: Procurement of Goods, Works and Non-consulting Services in IBRD Loans and IDA Credits & Grants to World Bank Borrowers (“Procurement Guidelines”), and is open to all eligible bidders as identified in the Procurement Guidelines.

4. Eligible bidders who meet the following key competency criteria should bid:

- Healthy financial situation. The minimum requirement is that the Contractor's net worth in the most recent year must be positive (In the case of a Joint Venture, each member of the Consortium must meet the requirements).

- Business Average revenue received by the Contractor for contracts completed or in progress within the last 3 years ≥ 1.98 billion VND. In case the contractor is a Consortium, the total turnover of all members of the Consortium must meet the requirement, and the turnover of the leading member must meet 50 percent of the requirement and the remaining members must meet the requirements. must meet ≥ 30 percent of the requirement.

- The Contractor must have entered into at least 3 (three) contracts that have been successfully performed within the last 3 (three) years, and of a similar nature to the Proposed Goods, where the value of the Contractor's participation is greater than VND 1.0 billion.

5. Eligible and interested bidders in this contract can obtain more information from the Department of Agriculture and Rural Development (represented by the VnSAT Project Management Unit of Can Tho City) and check the bidding documents. during office hours (morning from 8 am to 11 am, afternoon from 14 pm to 16:30 am). Bidding documents will be released from 8:00 am on 08/08/2019.

6. Eligible and interested bidders in this contract can receive a complete set of competitive bidding documents in Vietnamese free of charge by submitting an application (or letter of introduction from the unit) during office hours: From 08. August 2019 Morning from 8:00 am - 11:00 am, afternoon from 2:00 pm to 5:00 pm Monday to Friday of the week.

7. Bidder proposals made in Vietnamese must be sent to the Department of Agriculture and Rural Development (Can Tho City VnSAT Project Management Board) before 4:00 p.m. on August 16, 2019. Late submissions will be disqualified. Proposals will be opened publicly in the presence of the contractor's representative and anyone else who wishes to attend the bid opening ceremony at the Department of Agriculture and Rural Development (Can Tho VnSAT Project Management Unit) at 4:00 p.m. August 16, 2019.
