The Government of the Socialist Republic of Vietnam has received a grant from the World Bank to implement the Technical Assistance Project "Vietnam Innovation Center to Respond to Climate Change (VCIC)" and is expected to use part of the grant. This is used to pay for the consulting services of the package: Incubator. Package number: TV35.

The main tasks of the Consulting Service (“Service”) include i) Developing and implementing the package of incubation services provided to businesses of VCIC ; ii) Implement and manage, monitor and evaluate VCIC's activities related to technology/business incubation, idea contests, selection of new ideas; iii) Direct interaction with VCIC enterprises through the incubation process; iv) Participate in the development of strategies and activities of the VCIC Center (vision, goals, plans, actions, target customers, partnerships, finance, monitoring and evaluation); v) Prepare periodic reports of projects/centers related to startup and incubation support activities; vi) Perform other requests of the Director of the Project Management Board or the person authorized by the Director of the PMU. The consultation period started in July 2018.

Qualification and Competency Requirements of Consultants: i) Possess a Master's Degree and at least 5 years of experience in the field of business development, incubation or early stage financial management. Have knowledge in specific areas such as renewable energy, energy efficiency, agriculture, information technology, water resource management, etc. Preference will be given to candidates with direct business development experience; ii) Demonstrate understanding of issues related to business development. Related to business incubator management is an advantage; iii) Experience in policy formulation and consulting in technology/business incubation; iv) Demonstrate an in-depth understanding of the local context including the business and investment environment in Vietnam in the public and private sectors and interoperability with stakeholders, from both the public and private sectors private; v) There is proof of connectivity. Having established networks in the Vietnamese business community will be an advantage; vi) Fluency in spoken and written English and Vietnamese is required; vii) Demonstrate leadership and interpersonal skills, a results-oriented mindset including the ability to motivate and lead teams and build the trust of customers, employees and partners; viii) Demonstrate passion, interest, knowledge and understanding of the impacts of climate change; xi) Ability and willingness to work with tight deadlines and urgent tasks.

Project Management invites eligible individual consultants (“Consultants”) to express an interest in providing the Services. Interested Consultants may provide information demonstrating that they have the necessary qualifications and relevant experience to perform the Services. Individual consultants submit Expression of Interest including: Expression of interest + Scientific curriculum vitae in English and Vietnamese. (CV/Scientific curriculum vitae, description of similar consulting duties performed, relevant qualifications).

Interested consultants should note paragraph 1.9 of the Guidelines for Selection and Employment of Consultants by World Bank Borrowers, January 2011, revised July 2014 ( “Advisory Guidelines”) governs the World Bank's conflict of interest policy. Selection criteria: Compare the experience, capacity and ability to perform the work of the consultants. The selection method applied is Selection of Individual Consultants (IC).
