3. Procurement will be conducted through the Domestic Competitive Bidding procedure, set forth in the World Bank Guidelines: Procurement of goods, works and non-consulting services under the IBRD loan and IDA credit & World Bank grants issued in May 2004, revised October 2006 and May 2010 and are open to all eligible bidders as identified in the “Bidding Guidelines” .

4. Only eligible bidders who meet the following key qualification criteria should bid:

4.1. Financial Requirements

4.1.1. Financial results

The Contractor must submit audited financial statements for the past 3 years to prove that the Contractor's current financial position is healthy. The minimum requirement is that the Contractor's net worth for the most recent year calculated as the difference between total assets and total liabilities must be positive.

In case the contractor is a Joint Venture, each member of the Consortium must meet the above requirements.

4.1.2. Average annual revenue

Average annual revenue is determined as the total payments received by the Contractor for contracts completed or in progress within the last 3 years at least 12,000,000,000 VND.

In case the contractor is a Joint Venture, the total revenue of all members of the Joint Venture must meet the requirements, and the revenue of one member must meet the requirements. respond to 50% of the requirement and each member must respond to 40% of the request.

4.1.3. Financial Resources

Bidders must demonstrate access to or availability of liquid assets1, lines of credit or other financial resources, net commitments current requirement of financial resources for the contract under consideration is VND 1,200,000,000.

4.1.4. Experience in performing a contract of similar size and nature:

The contractor must have participated in at least 01 contract that has been successfully performed within the past 3 years, and of the same nature. similar to the Proposed Goods (Automated Garbage Feeder or Infectious Medical Solid Waste Treatment System) where the value of Contractor's participation is greater than VND 4,800,000,000. Similarity must be based on size, complexity, method, technology or other characteristic as described in Chapter VII (Scope of Requirements).

4.2. Technical Capability and Experience

The offered goods must have been put into production for at least 01 year and at least 01 unit of goods with similar features and capacity has been sold. successfully launched and put into operation for at least 01 year. The Contractor shall submit to the Employer a list of end-users of such Goods and contact addresses for reference purposes only.
