1. The Socialist Republic of Vietnam received a credit from the World Bank for the implementation of the General Education Innovation Support Project (RGEP) and part of this credit is used to pay for contract: Producing communication products about the general education program and textbooks.

2. The General Education Innovation Support Project Management Board invites eligible contractors to submit bids for the contract Producing communication products about the general education program and textbooks.

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedure set forth in the World Bank Guidelines: Guidelines for Procurement of Goods, Works and Non-consulting Services January 2011 revised update July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as identified in the Procurement Guidelines.

4. Only eligible bidders who meet the following key competency criteria should bid:

The contractor is a legal media company in Vietnam;

· At least 5 years of experience in the field of communication; have experience in specific communication activities within the scope of this package;

· Have completed at least 03 similar contracts in the last 5 years.

· The average annual turnover within the last 3 (three) years must meet the requirements.

Criteria on contractor qualifications will be described more fully in the Bidding Documents.

6. 7. Bids must be sent to the contact listed below at or before 10:00 a.m., October 3, 2020. Bids submitted late will be disqualified. Bids will be opened publicly in the presence of bidders' representatives and anyone else wishing to attend the bid opening ceremony at the address listed below at 10:00 a.m., October 3, 2020.
