1. Republic of China Socialist Republic of Vietnam received a credit from the International Development Association (IDA) to fund the Irrigated Agriculture Improvement Project (WB7), credit no. Cr.5352-VN. A portion of the amount of this credit is intended to be used for qualifying payments for contracts that use the offer letter (see attached offer letter).

2 . The Irrigated Agriculture Improvement Project Management Unit (WB7) invites eligible Suppliers to submit bids for the supply of goods (for a list of goods, please refer to the attached offer letter).

3. Eligible Bidders: All Bidders from Eligible Countries as defined in the World Bank IDA Credit Procurement Guidelines and under the Credit Agreement are eligible to bid. Particularly for Contractors that are Vietnamese State-owned Enterprises, the following requirements must be met: (i) legal and financial independence; (ii) operating under the Commercial Law; (iii) not an agency affiliated to the Borrower or the Sub-borrower.

4. Information on specifications and quantities required is presented in Appendix 1 of this document. Technical evaluation criteria: According to the PASS or FAIL method.

5. Quotations according to the required form must be submitted through the national electronic bidding system (http:/muasamcong.mpi.gov.vn) no later than 2:00 pm, December 30, 2016. Newspapers Prices sent to the procuring entity after the deadline for submission of quotations will not be considered. The quotation must be accompanied by technical documents, basic catalog and information on after-sales services.

6. Deadline for bid submission (bid closing time) is before: 2:00 PM on December 30, 2016.

7. Quotations sent by fax or telegram are not accepted.

8. Other terms of supply are as follows:

(i) Price: The supplier will quote the price to the place of delivery (meaning the price includes all related shipping costs). , the cost of instruction as required in the Specifications section, and related taxes payable if awarded the Contract).

(ii) Currency: Vietnam

(iii) Payment: 100% of the value of the Contract or order by bank transfer after the CPO Board receives the goods and checks for quality satisfactory goods.

(iv) Delivery schedule: 20 days from the date of signing the Contract.

(v) Warranty: The goods offered are warranted by manufacturer/supplier for at least 12 months of equipment operation (subject to terms of supply) from the date of delivery to the purchaser. The Supplier should detail the terms and conditions of the warranty in the Bid.

(vi) Validity: The Supplier's quotation shall be valid for a period of 60 days. from the time of closing the Bid.
